Transportation Uniform Mitigation Fee Estimator

Welcome to the Transportation Uniform Mitigation Fee (TUMF) Estimator!

This tool allows stakeholders to input project-specific information and receive TUMF obligation estimates for new development projects.

This tool estimates the TUMF obligation for most categories of new development. The fee estimate provided is for information purposes only and is not intended to, nor does it, constitute a final determination. Fees are subject to respective TUMF ordinances and the Western Riverside Council of Governments (WRCOG) TUMF Administrative Plan.

Understanding transportation impact fees

The Board of Supervisors of the County of Riverside and the Councils of the Cities of Western Riverside County enacted the Transportation Uniform Mitigation Fee to fund the mitigation of cumulative regional transportation impacts resulting from future development.

The mitigation fees collected through the TUMF program will be utilized to complete transportation system capital improvements necessary to meet the increased travel demand and to sustain current traffic levels of service.

The fee calculations are based on the proportional allocation of the costs of proposed transportation improvements based on the cumulative transportation system impacts of different types of new development.

Calculating standard fees

A standard methodology is applied for calculating all TUMF obligations based on the rates for various land use categories as prescribed in the respective TUMF ordinances:

  • Fees associated with new residential development are calculated based on the prescribed TUMF rate and the total number of dwelling units associated with a new development.
  • Fees for all new nonresidential developments are calculated based on the prescribed TUMF rate and the gross floor area of all buildings associated with the new development.
